Computer Lab Fiasco

More than 1,200 computer lab project were deemed unsafe!

The issue of unsafe school computer rooms was triggered in March 2003 when the roof of the building in Sekolah Rendah Kebangsaan Rentam, Kuantan collapsed.

The then Education Minister Tan Sri Musa Mohamad ordered investigation and later revealed that 1,200 computer laboratories nationwide were deemed unsafe due to shoddy workmanship.

Not much has changed since the disasterious state of school computer laboratories grabbed the headline one year ago.

“I have heard about this issues before being appointed as the Education Minister, but never had I imagined that it could be this serious,” said Hishamuddin Hussein Onn.

“I am sad and embarrassed that as the Minister who is responsible for this matter, schools in my own constituency are still facing this problem.”

“I can’t imagine what the situation is in other parts of the country.”

It was shocking to know the shoddy workmanship of the building were so extensive that in some cases repairs were still going on for more than 6 months.

The computer laboratory at the school was found to be useless after it was discovered that the contractor had failed to notice it was built on top of a main water pipe.

The PWD was ordered to take over the construction of the computer laboratories. The decision to get PWD to complete the remaining works was due to the various roof collapse.

Works Minister, Samy Vellu said that 574 computer laboratories for primary and secondary schools in Pahang, Trengganu and Kelantan were unsafe and in dangerous conditions.

PWD district engineers nationwide had been directed to submit reports on the state of each school computer lab in their areas within a month. The reports were to include the safety aspects, who the contractors were, and the dates which delayed projects could be completed. The report must also include information on who was responsible for monitoring the project at each school.

The government terminated the service of the contractor and consultant as both were found to be completely at fault for delay and shoddy workmanship and poor materials.

To-date, nothing was reported and no actions taken against those responsible.

The Government is in the progress of spending over RM600.0 billions of which a substantial portion is expected to be spent on construction, procurements and services of experts. Works Minister has reported that about 92% of the allocation has been committed/spent within the last two years. Similar progress may have been reported by other dispensers of taxpayers' funds.

It is probable that the prescribed procedures and effcient internal controls may not have been enforced in the short implementation time due to possible lack of relevant resources. This could result in delays and cutting corners in quality, prescribed specification and materials of approved standards. The adverse effects of these shortcomings, weaknesses and possible fraudulent practices may surface in the near future. Such cases has been exposed in the media in respect of the several buildings in Putrajaya, Palace of Justice and other projects throughout the country.

The report of the Auditor General continues to expose annually since early seventies, the many cases of mismanagement of public funds. The media generally highlights minor cases for a few days and in small print of major cases and all are soon forgotten

The leaders do not learn from these but continues to repeat[practice makes perfect], the media gives little publicity and continued follow up reports and the public gets new horror stories that makes them all forget the past misdeeds. The perceived persons responsible are elected again to continue with new cases.

This is the normal practice in all countries including the developed countries such as USA, UK, EU and others as is reported in the audit reports of these countries. Malaysia is not alone as we are also striving for 'developed' status.

Please note that the amount should in MILLIONS and not billions which is an error and my apologies.

However it is regretted that no action is known to have been taken by any relevant authority against any one identified as responsible.
Even the Auditor General has never commented on this lack of action and thus give the impression that the Auditor General is irrelevant and that his reports are only for the filing cabinets to gather dust.
Also the media normally makes much noise in the short term and then is soon forgotten and thus the journalists are also equally ineffective.
May be there are new cases of possible mismanagement/fraud and waste of public funds every year and thus it is not possible to monitor the earlier cases.
Further those responsible in the political leadership and civil service may have retired or expired and thus no action can or will be taken.
Any way some civil servants get INCENTIVE ALLOWANCE NOT TO BE CORRUPT and thus the political leadership and the civil service has accepted that 'corruption' money has to be paid regardless of the name given to it.
